The city line

The San Jose–Santa Clara boundary that runs through Westfield Valley Fair, so the mall answers to two city governments.

Valley Fair grew from two centers in two cities: Valley Fair in San Jose and Stevens Creek Plaza in Santa Clara. When they were merged, the boundary ended up running through the building. The mall pays sales tax to both cities and is regulated by both.

In 2012 San Jose raised its minimum wage to $10 an hour and Santa Clara did not, so workers on one side earned $2 an hour more than on the other. NPR’s Planet Money called the story A Mall Divided. A Gap store that sat across the line chose to pay all its staff the San Jose rate.

Why does Valley Fair have two cities?

It joined a San Jose shopping center and a Santa Clara one, and the city line still runs through the combined mall.
